Overview
Mr. Chi has worked on the theories and technology of geographic information system for many years and has rich experience in remote sensing geology, remote sensing information system, resources & environment information system, GIS, etc.
Mr. Chi has continuously evolved in National tackling projects during six five-year plan, seven five-year plan, eight five-year plan, nine five-year plan and ten five-year plan, He explored a new field—urban information system and enhanced sustainable development information sharing of China: as the leader of the technological tackling project. The main achievement has been applied in Digital Fujian project.
Mr. Chi extended the application of the software for state GIS, relation database management system & state remote-sensing image processing: according to the detailed demands of digital Fujian, undertook lots of 83 demonstrative application projects, opened the demonstrative application research on GIS, successfully developed sharing platform of electronic government affairs, which accumulated successful experiences for comprehensively opening provincial electronic government affairs.

Mr. Chi supervised the research on the tackling project—regional geographic information system for two beaches & one ferry-crossing during national six five-year period, mainly studying 3D for geographic information & model for net -framed geographical information.

Mr. Chi participated the research on the technological tackling project—Loess Plateau Information system during national seven five- year period.
The Integration and Pilot Operation of Remote Watching & Evaluation
Mr. Chi worked in the technological tackling project—the integration and pilot operation of remote watching & evaluation for sudden serious natural disaster, proposed the integrated theory on the analyzing model and spatial database for serious natural disaster such as flood, forest fire, earthquake, drought, snowstorm, sandstorm, insects plague, etc., solved the key technological problems on rapid remote image processing, rapid map scanning and entering, rapid evaluation method of sudden serious natural disaster and multi-operation system, built finally up operatable rapid evaluation system for serious natural disaster, all done by the management system of generalized database adapting to features of various disasters and the software for overall geographic information system facing the elements in the management system of generalized database.
Guangxi Urban Information System
Mr. Chi developed Shenzhen information system of earth planning, concurrently studying the application of urban geographic information system in Shenzhen, Xiamen,Haikou and Beihai; developed research, solved a series of key technological issues, and explored a new field—urban information system, based on these basic issues--the structure, style, basic orientation system designing of public space for urban information system, standard rules of data of urban information system, the integration of urban information system and office automation system.
National Geographic Information System
Mr. Chi developed the software for national geographic information system; developed the experiment on the software study for geographic information system combining with detailed application projects in view of various defects existing in the software of geographic information system; organizing some group like University for Technology and Science of China, developed the management system of generalized database, overall geographic information system facing the elements, rapid map scanning and entering system, rapid remote image processing system, etc.
National Natural Science Foundation
of China Chief Designer
Mr. Chi participated in the research on key technology of applying SAR image processing supported by GIS in the project radar real-time imaging facing to geology analysis in the significant foundation project of National Natural Science Foundation of China; cooperating with real-time imaging processor with synthetic engine-carried aperture radar, developed geography processing model which includes the function: the received image data processed by radar real-time imaging processor matching the model data of digital ground supplied by ground, finished rapid general correction for remote images and fetched the borderline of sea & land which compounded the geographic data of GIS, then created speedily statistic report forms of disasters.
Rapid Processing of Remote Images Facing Geology Analysis
As the c hief d esigner , Mr. Chi participat ed in the research on rapid processing of remote images facing geology analysis in the key fundamental project of Chinese Academy of Sciences, studied the analysis processing method of SAR images based on the perfection of the processing system for remote images; brought forward the transmitting model of error and dummy radar model; put forward the solving way for the processing cyclostyle of geology information in SAR images; studied and solved the key technology of realizing geology analysis cyclostyle and the emergent processing methods of serious natural disasters, and realized the combined processing of main processing module for remote images.
Database for Natural Maps Chief
Designer
During this period, Mr. Chi participat ed the creative project—database-setup of state natural map and buildup of network sharing, realized the buildup and publication of general database for natural maps in network environment, comprehensively, analyzed the database of state natural maps combining with social economic information from multi-points of view and multi-measures, offered scientific basis for governments' strategic decision.
Chinese Sustainable Information Sharing System
Mr. Chi participated the technological tackling project in the state ten five-year project—exploration and investigation of Chinese sustainable Information sharing System as the leader of the technological team; based on the achievements of the nine five-year plan, developed a series of special research on some key issues like resource, environment, disasters , etc. which closely relate to sustainable development according to public basic data, spatial sharing data, information –technology support; offered information of basic strategy decision for adjusting & building regional sustainable developmental model and making plan for sustainable developmental decision in different time in future, and offered information support to state related section.
GIS Facing Spatial Information
of Network Capacity Chief Designer
In this project, Mr. Chi developed spatial information of network capacity; based upon spanning technology-innovation output and solving some key technological issues on data structure facing spatial entity & its links, storage & index of spatial data with high-efficiency capacity and scattered calculation, developed basic software platform of great GIS, which can support state spatial infra-structure construction with initiative intellectual property rights of China; spatial database server & spatial application server can be run in the great server of Unix/Linux, with ability of spatial data processing in TB grade and with B2 safety grade, which can support scattered calculation of spatial data network and be used for state spatial data processing & exchanging center and for GIS application project.
